Portland approves construction for solar energy site | News, Sports, Jobs - Observer Today

PORTLAND — A solar energy system is moving closer to reality in the town. At a recent board meeting, the Town of Portland approved Omni Portland Solar LLC to construct and operate a 5-Megawatt Solar Energy System at 7820 Felton Road.

The Portland Town Board reviewed solar energy system applications over several meetings and entertained public comments, along with input from Chautauqua County, the Town Planning Board, the Town Consultant, and other agencies before the resolution was adopted. The decision was unanimous among the members in attendance: Dave McIntyre; Patti Farrell; Tammy Thompson; and Supervisor Richard Lewis. Gary Miller did not vote because he was not present at the meeting and called in remotely.

In accordance with the New York State Environmental Quality Review Act, a thorough review was conducted, and it was determined that the solar energy system, “will not adversely affect the natural resources of the State and/or the health, safety and welfare of the public and is consistent with social and economic considerations.”

The entire array will be enclosed by a chain link fence, with a hard aggregate road constructed for emergency vehicle access.

The project will return to the Planning Board for final site plan approval. After one year of operation, the project will return to the Planning Board and/or Town Board for review, as per terms of the Special Use Permit.
